Development of a tram-train network for the Leeds city region through conversion of existing heavy rail routes and construction of some on-street alignments.

The Harrogate-Leeds-York line has been highlighted as the route for initial conversion to tram-train, including a new link to Leeds Bradford airport and on-street running in Leeds and York city centres.
