Each district is represented on West Yorkshire's Integrated Transport Authority, the number of members being proportional to the population in the district. Districts cover many smaller parishes, towns and urban areas.

• Calderdale (Halifax)
  including Blackshaw, Erringden, Hebden Bridge, Heptonstall, Mytholmroyd, Ripponden, Sowerby Bridge, Todmorden and Wadsworth.
• Kirklees (Huddersfield)
  including Batley, Colne Valley, Denby Dale, Dewsbury , Heckmondwike, Holmfirth, Holme Valley, Kirkburton, Meltham, Mirfield and Spenborough.
• Leeds
  including Aberford, Allerton Bywater, Arthington, Bardsey cum Rigton, Barwick in Elmet and Scholes, Boston Spa, Bramham cum Oglethorpe, Bramhope and Carlton, Clifford, Collingham with Linton, Great and Little Preston, Horsforth, East Keswick, Ledsham, Ledston, Lotherton cum Aberford, Menston, Micklefield, Morley, Otley, Parlington and Sturton Grange, Pool in Wharfedale, Pusdey, Rothwell, Scarcroft, Swillington, Thorner, Thorp Arch, Walton, Wetherby and Yeadon.
