When you haven't got a job, the cost of travel may make it difficult to get around. MetroRover makes it easier with half-price fares on almost all buses and trains within West Yorkshire. Whether you're travelling to an interview, for leisure, or to visit friends and family, your MetroRover Permit will cut the cost of your journey in half.
You can use it on any day, at any time (except NightRider, football specials and similar excursion or works services).
Every MetroRover is valid for four weeks, and is funded by the bus operators.
Eligibility
You are eligible for a MetroRover if you meet one of these conditions:
- A: You are registered unemployed and claim benefit fortnightly
- B: You are aged 50-59, have been unemployed for more than a year, and are no longer entitled to job seekers allowance, but attend quarterly and claim credit of contributions or income support
- C: You are a man aged 60-64 who is no longer entitled to job seekers allowance, but claims credit of contributions or income support
- D: You are a participant in one of the New Deal schemes (certain categories only - check with your New Deal advisor).
You are not eligible for MetroRover if you already hold any other Metro Permit or English National Concessionary Pass.
How to apply
- Collect a MetroRover Application Form (code MR.9.99) available from Jobcentreplus offices, Unemployment Advice centres, and Bus Station travel centres.
- Next time you attend the Jobcentreplus office where you claim benefit, complete the application form, sign it, and have it stamped, dated and initialled.
- Take your completed form (and letter of authorisation if required) to your nearest Travel Centre, together with the fee of £5 and a passport-sized, full-face photograph.
- You will be issued with a plastic holder containing a MetroRover PhotoCard to sign and keep, and a MetroRover Permit valid for four weeks. Your letter of authorisation, where applicable, will be returned to you.
How to renew your MetroRover
Repeat the 'How to get your MetroRover procedure. However, you can use the same PhotoCard so no new photograph is required.
You may also renew by post. Send your application form with a cheque or postal order £5 and a stamped addressed envelope to;

Be sure to include your PhotoCard number and the required starting date on the form. Allow seven days for the processing and delivery.
Note. You may buy your first MetroRover up to two working days before the date you want it to start, but you must not use it before the starting date. Your application form must be dated no more than 14 days prior to the date of issue.
Travel outside West Yorkshire
MetroRover is only valid for the part of your journey which is within West Yorkshire. If you want to travel outside the county, you must pay an additional fare at the start of your journey. This fare is calculated from the last fare stage or station that your bus or train stops at within the West Yorkshire area.
MetroRovers are valid for all train services in West Yorkshire, including InterCity, and on all regular buses displaying the Metro symbol.
Conditions of use
- Passengers using MetroRover Permits are carried subject to PCV regulations, local bye-laws and the conditions of carriage of the operator.
- Permits are non-transferable. They can be used only by the authorised holder for 28 days up to and including the expiry date.
- Permits must be shown for each journey taken, and to any authorised official on request, or the full fare paid. The bearer must provide proof of identity if asked.
- Using a MetroRover before the start date or after the expiry date, using it fraudulently in any way, or altering/defacing a Permit will make it subject to immediate forfeit without refund, and may result in issue of an Excess Fare Voucher and/or prosecution.
- Metro reserves the right to withdraw or cancel permits at their discretion, and to alter conditions of use, ticket price and discount level at any time.
- MetroRover Permits must be returned to Metro if the holder ceases to be unemployed.
- No refunds are given for lost or unused MetroRover permits.
